The seminar will be held in the border region of mid Norway and Sweden, half the time on the Swedish side (Are) and half the time on the Norwegian side (Meraker).
The Summer institutes takes place normally in June/July every second year. In 1993 it was arranged in Joensuu, Finland, in 1995 it was arranged in Spetses, Greece. After the Meraker/Are Summer Institute June 1997, the next event is planned to take place in August 1998 in Germany.
The Summer Institutes are arranged around selected topics, in order to allow for a deepening through both keynote lectures and workshops. The topics chosen for the 1997 Summer Institute are:
- Interregional programmes for cross border regions
- Development strategies for peripheral regions.
Participants who would like to present topic related papers are welcomed to do so.
The Summer Institute is open both for researchers and practitioners with a scientific background. One of the aims of the Institute is to give an updated course relevant for actors operating in the field both on academic and administrative levels.

June 15: arrival at Trondheim airport Vaernes in the evening. Transfer to Are in Sweden (bus transport will be organised)
June 16-17: Interregional co-operation across national borders. In Are.
June 18: Excursion into the mountain areas on the Norwegian side of the Border. The excursion ends up in Meraker in Norway.
June 19-20: Development strategies for peripheral regions. In Meraker.
June 20/21: Bus transfers to Trondheim airport Vaernes will be provided in the evening June 20 as well as in the morning June 21.
All meals as well as lodging will take place at the venues.

What may be achieved, and what can not be expected of cross border programmes? The Nordic Council of Ministers has operated Border Regional Programmes for several decades. Evaluations of these initiatives have developed some general knowledge about what kind of activities may have positive effects and what kind of activities that most often will not give significant results. Such programmes have been set up in EU on a large scale (INTERREG), and experiences from these programs can be drawn from a multitude of different situations, as well as discussed from a more theoretical angle.
Distinction should be made for border co-operation involving regions of relative homogeneity in an economic and cultural sense and for programmes involving low degree of homogeneity (including East-West initiatives)
Some key questions that will be taken up at the Summer Institute are:
- What kind of activities may be effective, and under which conditions?
- To what extent will different regional management systems influence the
efficiency of the
initiatives, as well as the political support for the programmes?
- The history of border co-operation. Long term tradition in a new
administrative image, or superimposed from above?
- The influence of borders as hampering communication of today: juridical,
cultural etc. An over-estimated barrier, or a hindrance to approach by
political initiatives?
2. Development strategies in peripheral located regions
Peripheral regions are to a varying degree resource dependent. For some resource based industries, this is combined with a vulnerability (fish stock variations, climate variations in agriculture etc). Different regulatory regimes have developed on both regional and national level to cope with such problems.
The general economic integration process within EU and EEA as well as WTO, combined with renewed national discussions about the relevance of periphery oriented support schemes, puts a lot of the traditional regulations under pressure. In this part of the seminar we will go into such challenges. To what extent may the peripherally located industry develop into a sustainable direction without a net in-transfer of financial resources?
The programme will give outlines of existing challenges in key industries,
as well as general theoretical approaches on the periphery question:
- The relevance of the periphery concept (rich and poor regions, high and
low urbanity of the operating settlement nodes, distances to the
metropolitan areas)
- Dilemmas in the periphery industries: sustainability versus profitability
- The effect of infrastructure development: better access, reduced
distance shelters for local based industry.
The vulnerability to external events in small and marginal resource based industries will be focused on during the excursion.

Excursion
After the morning session, we leave for an excursion into the mountains in
the Are/Meraker region, including a visit to reindeer farmers. We will get
an introduction about this industry, including the programme on
"down-feeding" of reindeers to reduce the content of radioactive
substances in reindeer meat. The focus will be the vulnerability of
periphery industries and their ability to meet sudden changes in the
framework of their production.
After the excursion we will end up in Norway at Meraker on
Wednesday evening.

The deadline for the submission of abstract is January 31, 1997.
Final programme, including the structure of the workshops, will be issued ultimo February 1997. Here, also details about the transport to and from the Summer Institute will be provided.
The registration fee is set to NOK 2500 (approximately USD 285). This includes the seminar activities, as well as lodging and all the meals. Also transport to and from the Trondheim airport Vaernes and between the seminar venues is included. Participants with limited resources may apply for financial support, see the enclosed Registration form.
The Registration form, as well as the fee payment, must be received by the LOC before May 1, 1997.
The seminar is planned for a participation number of around 60-70, with some flexibility in both directions. Should capacity problems arise, we will make priorities according to time of registration.

There is a limited amount of money available to support participation at the and application for money support for the 1997 RSA Summer Institute must give documentation for the need. The maximum amount of money support per applicant is NOK 3500 to cover conference fee and some travel costs. The money support is specially intended for Master/PhD students and young professionals in regional science from East, Central and Southern Europe.

It is possible to participate with or without a paper. Papers dealing with cross border co-operation and peripheral development will be preferred, but other topics in regional science will be considered by the LOC. An abstract must follow this registration form to be considered for presentation at the Summer Institute.
