David Horton was appointed Lecturer in Law at the School of Law and Social Justice in August 2014. Prior to joining the School, David earned his LLB at the University of Sheffield (2003), MA at the University of Manchester (2004) and PhD at the University of Manchester (2014). He was appointed to Senior Lecturer in March 2023.

David has recently published research in Regulation & Governance, a leading international journal, on regulation and the welfare state. He is continuing to explore the pressures placed on people who need the welfare state using a new 'resource-based' perspective which he has developed. David has also published articles in leading journals on health care regulation, and he published a monograph in 2019 with Hart Publishing titled Mental Health Homicide and Society: Understanding Health Care Governance. He is currently working on his second monograph in the area of regulation and citizenship, and is currently developing a programme of teaching in the field of law and regulation.

David teaches on the Law of Tort module (UG), Medical Law I module (UG) and The Regulation of Medicines, Health and Social Care (LLM).

David is open to supervising doctoral candidates in the field of the welfare state, regulation and regulatory theory.
