WP7 Overview

Develop operational Fisheries Ecosystem Plans for the (a) NS, (b) NWW and (c) SWW regions

WP7   Objectives

  • An operational Fisheries Ecosystem Plan (FEP) will be developed for the NS region.
  • An operational FEP will be developed for the NWW region.
  • An operational FEP will be developed for the SWW region.

 

Description of work

FEP documents will be developed for each region and will provide a clear vision of what an ecosystem
approach to fisheries management looks like in the different regions, the structure of the institutional
frameworks required to support this approach to management and clear instructions of the steps required to
reach it. The FEPs will build on the FEP document produced for the North Sea (EFEP, 2004) which had
already identified several of the acceptable policy instruments (tools which can be used to overcome
problems and achieve objectives) for fisheries management (Table WP7.1).

Technical Measures

 Increase the selectivity of gears using separator devices, escape hatches, increased
 mesh size or pingers to reduce by-catch. Lighter, less destructive gears may limit fishing
 disturbance to some habitat types. [Discarding: EC Council Regulation 3790/92. Mesh
 sizes and gears: EC Council Regulation 850/98. Pingers: EC Council Regulation no
 88/98].

   
Protected Areas  Permanent and temporary closures to certain types of fishing/human activities.
 [Habitats of high conservation status: EC Council Directives 92/43/EEC and 79/409/CEE.
 All habitats: The Bergen Declaration (2002) calls for the establishment of networks of
 marine protected areas by 2010. The IUCN has called for the development of networks of      marine and coastal protected areas, which protect at least 20% of each habitat type, by 2012. The Sandeel Box excludes certain fisheries over a defined area (EC Council Regulation
2287/2003). Real time closures to assist with the recovery of cod and hake stocks have
been proposed (EC Council Regulation proposal 2001/0299), but not adopted as the
situation has worsened and the plan is no longer considered sufficient to ensure their
recovery. Areas can be protected from fishing under emergency measures under EC
Council Regulation 2371/2002 if there is evidence of a serious threat to the conservation
of living aquatic resources or the marine ecosystem e.g. EC Council Regulation 602/2004,
which protects deepwater corals for trawling.]
   




The MEFEPO FEPs will build on this list and consider further the policy instruments necessary to manage
the regional fisheries indentified in WP1 (for example, Table WP7.2).

Table WP7.2 The possible application of policy instruments to the fisheries case studies of significance in
each RAC region. X denotes these instruments might provide management benefits to these fisheries.




Deliverables

Three regional FEPs will produced. These will be a high quality publication suitable for non-scientists.
