Heseltine Institute Policy Briefing 2(05)

Our latest policy brief, 'Climate Finance and Urban Futures at COP26', is from Heseltine Institute Research Associate Dr Sawyer Phinney. Sawyer attended the COP26 climate conference in Glasgow in November 2021 and, in this brief, reflects on debates about how to fund climate mitigation and adaptation policies.

The brief highlights the challenge of encouraging private investment into tackling climate change and identifies a series of potential policy tools that could be adopted to increase spending. City-regions in Northern face particular issues, including the predominance of carbon-intensive industries and public sector borrowing caps that are likely to prevent local authorities investing in net zero at the scale required.
