Heseltine Institute Policy Briefing 013
Policy Briefing 013, 'Pan-Northern Transport after COVID-19: Future Scenarios and Alternative Directions', argues that investment in high speed rail infrastructure is still required to address long-standing capacity and speed issues across the North of England — despite suggestions by some that the coronavirus pandemic has heralded the "death of the office", and despite concerns in some quarters over costs.
However, the current crisis does present an opportunity, the briefing paper contends, to reflect on priorities for Northern England's strategic transport network, and also underscores the need for social and environmental aims to be afforded equal status to economic targets in transport planning.
